The Jule is the public transportation service offered by the City of Dubuque Transit Division. The Jule operates 15 daytime fixed routes, a minibus service for disabled individuals and seniors, and a weekend nighttime service called The Nightrider. The Jule is managed by Director of Transportation Services Renee Tyler, who reports to the City Manager, Michael Van Milligen, and acts with approval from the Dubuque City Council and advice from the Transit Advisory Board.
The hub-and-spoke model of the fixed route transit system connect Dubuque's downtown, midtown, and west end regions. The mini-bus service transports disabled and elderly individuals to destinations within Dubuque and East Dubuque. The Nightrider operates 4 routes on weekends with extended nighttime hours during the college school year. The Jule also offers a free Park & Ride program which connects downtown parking locations with local employment hubs. The Summer Trolley is offered mid-May through mid-October as a free service connecting Downtown Dubuque with the Port of Dubuque. All Jule services, stops, and facilities are accessible in compliance with the Americans with Disabilities Act (ADA). All fixed route buses also support "Rack and Ride" and are equipped with bike racks on the front of each bus.
